A lot like before, polarizer on the camera.

Fake light rays in PS (not an action, something you actually have to do)
Then black and white with a "soft light" layer with coloring in it.

I was reading the description for an old movie in a cheap bin "a man struggles to survive as he travels from the distant future of 2009 to the past to save himself" I lol'd hard.
